INTRODUCTION:

Central Superior Services (CSS) is the key driving force / authority in the civil services of Pakistan who is responsible to run operations and functions of the government at federal level institutions. The said authority holds exams and selects the suitable candidates for the assigned positions by inducting most competent and excellent individuals/applicants in the said services to perform their best for the nation. The CSS being the competitive exam is conducted by the Federal Public Service Commission (FPSC) on demands and on yearly basis. The qualifying criteria to get through exams is not an easy task for the candidates including the pre-qualifying round (screening test) as well as final round of written exams followed by interview.

Every candidates/ applicants have to take 6 compulsory subjects and to choose 6 optional subjects.

There are 12 papers to be passed by the candidate of 100 marks each. The candidates have to take 6 compulsory papers i.e. 1) Essay, 2) English, 3) General Science & Ability, 4) Current Affairs, 5) Pakistan Affairs, and 6) Islamic Studies. These 6 subjects are compulsory for each candidate but the non-Muslim candidates have one choice here to opt from Islamic studies or comparative studies. The candidates shall have to choose 6 optional papers from the groups of optional subjects set by the FPSC in terms of rules.

FPSC/ CSS COMPULSORY SUBJECTS: 600 Marks

Six papers in CSS of 100 marks each have to be taken by every candidate being compulsory subjects and be completed in three hour time duration in all in written exams. Following are the compulsory subjects/ papers

Non-Muslim candidates have an option to choose either Islamic studies or the comparative study of religions suits them but the Muslim candidates have compulsorily to take Islamic study and have no other option.

OPTIONAL SUBJECTS (600Marks)

The candidates to appear in the CSS exams are required by the FPSC to select 6 optional subjects out of given subjects in the groups below carrying a total of 600 marks. In the 1st group there are pare of subjects with two heads and candidate have to opt. 2 subjects of 200 marks like Accountancy & Auditing

  • If the candidates have taken Economics-I than he have to take the Economics-II also And same for other subjects provided of 200 marks i.e. Computer Science-I and Computer Science-II, etc.

Candidates have same options here and they have to opt. subjects of 200 marks.

 

NOTE:  for physics and chemistry here, candidates have to opt. subjects both of the same subjects of 200 marks i.e. physics-I and physics-II and the same for chemistry papers..

SYLLABUS

CSS Exam totally comprises of 12 papers/subjects of 100 marks each. Candidates have 6 compulsory subjects of 100 marks and they also have 6 optional subjects of 100 marks each from the above given groups.

For Example: 6 compulsory subjects 6 x 100 = 600 marks

Economics (I & II) = 200 marks

Statistics + Public Administration + History of Pakistan & India + Environmental Sciences  4 x 100 = 400marks

Eligibility Criteria:

The FPSC is the body who conducts the CSS exam (combined competitive) every year and announces through advertisement the eligibility criteria and all other necessary requirements for the candidates to apply for and to appear in the exam next year. Commission has announces the Eligibility Criteria for 2023 CSS Exam. The Candidates firstly have to pass MPT test for qualify for the CSS written exam to be held in 2023. The candidate having bachelor’s decree passed with second division from the university recognized by the HEC is eligible to apply for CSS Exams. Following is the CSS 2023 eligibility criteria according to the rules and regulations of the commission

  • All Graduates having at least 2nd Division in Bachelor’s degreefrom a HEC recognized University.
  • Age limit is 21 to 30 years.
  • Cut-off date to determine the Eligibility is 31.12.2022, are eligible to apply
  • Two Years age relaxation is admissible to the Specified Categories in Combined Competitive CE Rules 2019

CSS MPT Test:

MPT in CSS stands for MCQ based preliminary test. MPT is the screening test which is conducted by the FPSC to test the ability of the students to appear in the written exam. Students who have failed to pass screening test cannot apply or be appear in the CSS written examination as the MPT is compulsory to pass for being eligible for the written examination. MPT is actually a selection of the students for CSS written examination. All details about MPT, its syllabus, fee, advertisement and paper pattern is available on the site of FPSC.

Challan form MPT:

At the time of apply for the MPT , students shall have submitted the MPT fee through challan to be submitted in the scheduled bank as mentioned by the FPSC. You can download the CSS MPT Challan Form from the FPSC website in PDF form.

CSS MPT Syllabus 2023:

Federal public service commission (FPSC) has issued the syllabus MPT (MCQ Based Preliminary Test) 2023. MPT test is necessary to be passed by the candidates for registration of CSS Written Test

FPSC CSS MPT Test Syllabus Shall consists of Civics, Ethics and Urdu subjects. Ethics subject consists of Definition, Nature & Significance, State & its elements, Organs of State, Fundamentals human rights, constitution of Pakistan 1973 and among others topics. While, Ethics Subject consists of Human Values, Role of Family, society & educational institutes, Impartiality & Non-partisanship, objectivity, dedication to public service and among other topics.

CSS MPT Eligibility 2023:

  • Candidate having at least 2nd Division Bachelor’s Degree for both male and female candidates is compulsory
  • The candidates between the age of 21-30 years may apply.
  • The cutoff date for determining the eligibility of candidates for CSS MPT is 31 December, 2022
  • The last date for apply for 2023 was set during 8th August 2022 To 22nd August 2022.

FPSC CSS Fee:

The FPSC has provided guidelines for the submission of CSS examination fee, on their website as well as on the advertisement published by them every year. The candidates have to follow these guidelines and instructions very carefully and should pay/submitted the fee in the schedule banks provided by the commission otherwise there application shall not be entertained and they will not be able to sit in the exam.

Fee Procedure:

FPSC required from the candidates/ applicants to submit their CSS written examination fee in the National Bank of Pakistan (NBP) branches, State bank of Pakistan braches and nearest government treasury as per their schedule. The commission will not accept any cash in hand, postal orders, pay orders, cheque for payment or any bank draft in lieu of CSS written examination fee.

FEE STRUCTURE FOR CSS EXAMINATION:

The federal public service commission may make any changes in the fee structure for CSS Examination from time to time as per rules and shall have all the rights to make such amendments in the fee structure 2023 if it deems fit as per its regulations. The fee for CSS written examination 2023 is Rs. 2200/- and the fee for the rechecking of marks in written examination is Rs.500/-

The CSS written qualified candidates/ applicants may need to deposit an additional health fee for their official medical examination. The fee for the medical examination to be paid by the written qualified candidate is  Rs.1400/-

The candidates are instructed to fill the fee challan very carefully to avoid from any mistake or any other inconvenience later at the time of written examination or for other examinations i.e. medical examination. The candidates have to very carefully mention in the challan form, the candidate name, bank code, branch name, bank name, fee heads, payment date and the position applied for by the applicants.

Paper Pattern CSS 2023:

The paper pattern of CSS examination consists of 12 papers including six compulsory subjects and six optional subjects. Candidates are instructed not to violate any law, rules and regulation of the FPSC regarding CSS Examination otherwise in case of any violation their paper may be cancelled and they will no marks and they may be tries under the law. Hence the applicants/ candidate must carefully take into consideration the rules and regulation of the Commission regarding the CSS examination. The candidates must understand the paper pattern to get success in the CSS exam as the students set their schedule and strategy to solve the paper as per its past pattern. FPSC/CSS WRITTEN EXAMINATION RULES:

Every candidate must have the knowledge of these rules as these are necessary to be known by each applicant. These rules contain information regarding total papers, total marks, time allowed and all other basic instructions. Following are the written examination rules

 

  • Written CSS exam consists of total 12 Papers. Six papers are compulsory and other six are optional papers.
  • There will be two papers of 100 marks and each of the subjects which carry 200 marks.
  • In all other subjects there will be one paper of 100 marks each.
  • The candidate should to expect some multiple choice questions (MCQs) in some compulsory and some optional subjects.
  • Time duration for each paper will be 03 hours.
  • Three papers of general knowledge-I, general knowledge-II and general knowledge-III to be passed by scoring 120 marks out of 300 marks.
  • There is no multiple choice question (MCS) in papers of pure mathematics, essay and applied mathematics.
  • Six Compulsory subjects total marks: 600
  • Six Optional subjects total marks: 600
  • CSS written exams total marks are 1200 and CSS passing marks are 600.
  • After passing the CSS written test, written qualified candidates will be called for medical, psychological, viva voce examinations.

Passing Criteria For CSS Written Examination 2023

FPSC has set up the passing criteria for CSS written examination. Candidates have to secure not less than 40% marks in compulsory subjects and not below 33% in the optional subjects and the candidate shall have to secure 50% marks in overall aggregate to pass the CSS written examination, otherwise, he/ she shall be considered failed in CSS examination. The only candidates who have passed the written examination shall be called for medical & psychological test. The failed candidates will not be eligible for further exams same year like medical exams etc.

Graduates having 2nd Division in Bachelor’s Degree between 21-30 years of age are eligible to apply till cut of date i.e.31-12-2022.

FPSC CSS Medical Test 2022:

After passing the CSS written examination the qualified candidates have compulsorily to pass the medical test in order to be considered eligible for the post of civil service officer in any twelve civil departments of the Government of Pakistan. If any candidate who have passed written examination but failed in medical test or found any medical disability in the candidate, he will not be considered for above said services, except disable persons. The main purpose for medical test is to ensure the medical fitness of the candidate and to avoid any irregularity, abnormality or serious medical issue of the candidate who have to performing their civil department duties.

FPSC CSS Medical Examination Schedule:

Federal public service commission usually announces the CSS medical test schedule every year. The schedule of medical test of the candidates who appeared in the 2022 exams is yet to be announced. It is usually announced after the results of the CSS written examination and the qualified candidates are required by the commission to pass the medical test to be eligible for the civil services department. CSS medical test is usually to be held in Islamabad, Karachi and Lahore test centers.

Purpose of CSS Medical Test 2022:

  • The purpose of medical test to ensure medical fitness of the candidate and to check abnormality or irregularity in any employee to avoid any serious problem in the job.
  • Candidates must have proper, sound physical and mental health.
  • The candidates who found below in visually impaired, extra time of 15 minutes shall be allowed to such candidates. Other categories of special candidates shall not be allocated extra time
  • In order to prevent disappointment, such candidates may examined by a government medical officer of civil service before applying.
  • If a candidate is found absent twice in medical test, such candidates will automatically be rejected and he/ she will have no right to any appeal in any courts or commission.

Medical Test for Disable Quota CSS candidates 2022:

Federal public service commission has also set the rules for medical test/ examination of the disabled candidates. The candidates who have by birth medically unfit or disabled or those who have got any such disability after birth may have some chances in the civil service of Pakistan as per rules and regulation of FPSC. Such candidates must have to follow the instructions set by the FPSC for his/ her medical test.  Disability conditions are mentioned hereunder

 

  • Disable candidates must have to submit the certificate of their disability from the recognized/ competent authority in Pakistan.
  • Disable candidates including (physical weakness, deaf and dumb, visual impaired) will be selected to participate for the CSS exam, who will be served for the following group of civil services in Pakistan i.e.  Pakistan audit and accounts, commerce and trade, postal services and information services.
  • Provided with the helper (writer) of the visual and physical impaired candidates.
  • Special candidate referred to in sub-rules (3) and (4) according to CSS examination rules, 2019. Such candidates will attempt the question paper on computer. No TA/DA shall be allowed.

Viva Voce:

Viva voce is also essential part of CSS. Qualified Candidates after passing the written as well as the medical test are compulsorily required to pass vice voce part of the CSS. The main purpose of viva voce is to check the candidate’s moral character, attentiveness, general knowledge, moral and ethical character, his sharpness as well as the grip on subject material.

FPSC/ CSS Viva Voce:

The viva voce round is compulsorily to be passed by the candidates to succeed in CSS exam. Candidates must be conscious mind at the time of viva and they are advised to understand first the questions asked by the interviewer must and they must ensure the area of subject wherefrom this question relates so that they may answer in the relevant study. The candidates must have to ensure that whether the question is about general knowledge, current events, international events, candidate involvement in society, Islam-related questions, or co-curricular activities involvement. The other thing which is very pivotal to understand is that candidate’s must be answered with present mind to the best of their abilities and excellence and they must ensure the acknowledgement of the interviewer of their answer.

Purpose of Vice Voce:

The main purpose for conducting viva voce part of CSS is to test the abilities of the candidates and to adjudge them by testing their knowledge regarding their relevant subjects or any other current matter or issue having significance in the world including other subjects like general knowledge, science, everyday events etc. Additionally its purpose is to check and to ensure that the candidates have passed the written examination without using any unfair and illegal means. The mental abilities of the candidates are also examined to ensure their abilities to perform in the department they wishes to serve.

CSS Viva Voce Schedule:

The schedule for viva voce is announced by the Federal public service commission (FPSC) every year after the results of the written examination. The last viva voce for the year 2022 was announced by the FPSC, which was held on 10.01.2022 in Lahore, on 18.01.2022 in Peshawar and 24.01.2022 in Islamabad. FPSC has not announced yet the date for viva voce 2023. It will be announced through advertisement in newspaper and on FPSC’s website.

FPSC CSS Viva Voce Rules:

  • Academic as well as other curricular activities of the candidate are recoded by the interviewer in viva voce.
  • All the co-curricular activities including competitions, debates and extra-curricular activities of the candidate like hobbies, games & achievements are presented before the interview team while during the interview.
  • CSS Viva voce have total 300 marks. Candidates are required to score at least 100 marks in viva voce but if he /she fails to secure at least 100 marks, will be considered fail and will not eligible for appointment for superior services in the departments.
  • Candidates must be equipped with the basic knowledge of Islam and Islamic history and history of Pakistan. The interviewer may ask such types of questions about the above said subjects.
  • As per CSS viva voce rules, No question related to the Islamic studies or the subjects will be asked by the non-Muslim candidates by interviewer.

Guidelines for CSS Examination:

  • The candidates who have qualified the written examination shall be informed by the FPSC individually as well as through the website but those who have failed in the written examination shall not be informed individually by the commission; they may visit and download their detailed marks sheet from the FPSC’s website.
  • Candidates who have scored less than 40% marks in any compulsory subject, less than 33% marks in any optional subject and less than 100 marks in viva, will be considered failed in CSS examination.
  • The checking criteria of each answer will be in sequence order and any over attempted question will not be considered.
  • Candidate must have to cross all the empty sheets in their answer sheet before submitting it to the examiner.
  • Candidate must read the question paper and attendance must be marked by them before leaving his seat.

3. Foreign Service of Pakistan:

A foreign service of Pakistan group is the dream group of the qualified candidates. This group comes under the ministry of Foreign affairs, Islamabad. 4. IRS/ Inland Revenue Service of Pakistan:

6. Information Group Pakistan:

IG group in CSS is Information group. This group is responsible for handling and managing all the confidential and non-confidential information throughout the country. This Group comes under the control of ministry of Information and Broadcasting. Previously this group was called the CIS (central information services). 7. Military Land and Cantonments Group:

 Military land and cantonments group generally refers to ML&C department. The department is considered responsible to control and manage lands and cantonment all across the Pakistan. This department is controlling almost 44 cantonments boards in all over the Pakistan. All the activities are monitored and controlled by the Directorate. Cantonment Executive Officers (CEOS) and Military Estate Officers (MEOS) are main officers to handle the cantonments boards. 8. CSS Postal Group:

Pakistan CSS Postal Group comprises of the Pakistan Post Office (PSO). Pakistan Post office (PSO) included of the oldest Federal Government Department. The group administers and manages over Ten Thousands post offices in Pakistan. This group performs for other multiple important functions which includes Post office saving banks, Postal life insurance, Civil & Military Pension payment, Renewal of driving and arms licenses and among others.

9. CSS / Commerce and Trade Group:

CTG Group CSS is called as Commerce & Trade Group. This group is responsible for Economic Development of Pakistan and commercial diplomacy. CTG Group Officers are posted in Pakistan Ministry of Commerce, Pakistan Institute of Trade and Development (PITAD), Pakistan Horticulture Development and Export Company in BS-20 or above grades. The group is responsible for the country’s trading and imports and exports policies. CTG play very vital role in policy making for the country’s economic development.

10. CSS / Office Management Group:

OMG stands for Office Management Group. OMG in civil services of Pakistan is very famous amongst candidates. The officers of OMG group work in federal secretariat as Section Officers. 11. Pakistan Audit and Accounts Service (PAAS):

PAAS stands for Pakistan audit and accounts services. PAAS is also very desirable and preferable group amongst candidates after passing the civil services examinations in Pakistan. This Group’s officers are appointed mainly in different finance departments of the country. Auditor general of Pakistan is also belongs to PAAS.

12. Police Service of Pakistan (PSP):

PSP in CSS stands for Police service of Pakistan. PSP is the most desired group in CSS Pakistan occupational groups. The PSP officer works as Assistant Superintendent Police (ASP) Superintendent Police (SP), Deputy Inspector General (DIG), IG and many others high ranked posts in Police department, government of Pakistan.
